0000381: Routine: Freeze arrows aren't colour coded

Description

In the current version of SM5, all freeze arrow heads are the same colour, making routine charts that use them very difficult to follow. This was not an issue in sm-ssc 1.2.4

Add freeze steps to any routine chart.
